Urgent help please electronic fault

I'd suspect one of a few options.

Faulty Motor
Faulty resistor pack
Faulty resistor wiring (may be with new loom or how you connected)
Mechanical issue in motor/housing.

That the pack is new should mean it is okay but can never be 100%. OEM or aftermarket pack?

Whenever anyone plays with wires, there is a chance that a connection is wrong, missing or not solid. Done it myself and probably most others here have.
Double check. Loose or incorrect connection could trigger "electrical fault"

That the motor works on all speeds when out of housing suggests a mechanical fault, jamming in housing. Loud noise may support this.
Check.... if motor is jamming, additional power will be taken, could be dragging volts down hence "electrical fault"
