Renault Clio 1.2, 2000 - Revs 3500 when Idle

Hi,
I have a Renault Clio 1.2, year 2000. The problems started New Year’s Day when I was driving home on the motorway, every time I went up a gear the car took more RPMs to get up to speed. So initial thoughts were the clutch was slipping and needed replacing. Until I can get the car to a garage I left it sitting on the drive, after a week I went out to start it, the car wouldn’t start and after a few attempts went dead. This has happened before and the RAC have been out to the car and said to just get the connection changed on the starter motor which I was going to have done on the next trip to the garage.
I left the car another couple of days and thought I would try and start it again, the car started first time but the revs are at 3500 with the car sitting idle, there are no warning lights on, on the dashboard either.
I have no idea whether all the things above could be related or whether they are all separate problems. Any advice would be appreciated.
