Renault clio 1.5 dci INJECTOR PROBLEM

Hello i have a 2003 renault clio 1.5 dci with problems these are:
1. The car is hard to start & idles rough
2. Fuel rail maximum pressure (code read)

I have done a leak off test with the injectors,

Injector 1 = 50ml
Injector 2 = 62ml
Injector 3 = 50ml
Injector 4 = 8ml
Im not to sure if injector 4 is the bad one as it has the lowest ml or injector 2 as it has a highest ml.

Can anyone help!????
