Top end of air filter should be two 10mm headed pins.
End nearest the bulkhead.
Should screw into captive nuts in the plastic body beneath.
If those are the ones spinning, try getting a screwdriver into the gap and a little pressure, hopefully "lock" the nuts enough to release the screws.
If not enough, there is a finger catch just below, hold it open and try more pressure.
Also check and make sure no one has put in longer bolts and nuts underneath.

I suppose if all else fails, enough pressure should pop the captive nuts out but get close to them and I'd use two screwdrivers to minimise risk of cracking the top housing.
They can be araldited back in place
Bottom has a hose to unclip and rotates out leaving the filter to lift out.
