2004 Heater Not working

Hi all,
During the summer my 2004 laguna's heater blower started squeaking then stopped completely, so i put the car into a local garage, they replaced the blower, but the heater would not work, they checked both fuses which were ok, the garage then replaced the resister pack, still wouldn't blow, the garage replaced the control panel, but the heater still won't blow

The control panel works i can see the speed increase on the display but the fan won't blow

Now here's the strange thing, if i start the engine and stop it, leave the key in the blower blows at full speed

i'm thinking maybe a earthing problem but i wouldn't know where to start

any ideas greetly recieved as its bloody cold at the moment
