Mk3 1.5 dci buzzing behind dash

Hi all.

I have recently brought a 2012 megane 5 door 1.5 dci. Its actually a pretty decent motor. Anyway, one moan i have is this constant buzzing!!

I have turned the heater off, still buzzes. I've checked the rear view mirror for a fan like some laguna's have and it doesnt have one, presumably as its A/C instead of climate.

Its RHD and appears to be behind the RH side of the dash. i can only really hear it at its loudest behind the clocks. I have put my head next to the drivers wheel and can't seem to hear anything.

From what i can tell, the speed of the buzzing does not change note or speed when the engine speed.

Any ideas?
