Pipe I.D and sucking sound underload.

Hi folks

Firstly does anyone know the purpose of the pipe that starts in front of the oil filler cap which a circular res in the middle and goes in to the turbo pipe? I've tried to post a picture but the app keeps crashing.

Now on to my issue or not I'm hoping... In my 07 laguna 1.9 dci 130bhp under load and starting around 2k rpm I can head what sounds like a very loud induction sound, kind of like a sucking sound. If I let off the throttle it continues until the rpm drops under 2k again. I'm hoping this is normal and not a split pipe of some description!
