Low rpm torque etc--missing presumed AWOL!

1700 is around the point where the turbo is starting to come into play, below that, the engine is basically sucking air like a normally aspirated.
I'd be checking a few things before getting involved into the more complex.
EGR valve, if stuck can be the cause of poor tickover, low end struggles and higher end if stuck open.
Associated with the EGR, is gunge in the inlet manifold around the EGR..... blockages will not necessarily show as errors/warning messages but will rob performance.
Air Filter.... may not be due for change but wet/damp conditions can reduce throughput... which will be more noticeable at lower revs

Is that engine actually a VVT ?
