1.5 dci starting problem

I have a starting issue on 1.5dci 2005 grand scenic. I have to start it 2-5 times to get the throttle to respond. It is like the gliw plugs are not getting enough time to warm up. I have replaced all the glow plugs. So now wondering what sets the heating time on glow plugs.

I welcome any input you may have out there
