2005 clio 1.6 16v Timing belt issue

Hi folks,
i was hoping to get someone knowledge to help me out on
a clio 2005 1.6 16v twin cam timing belt.
The car was getting noisy and suspected water pump gone.
So i started stripping the car, i used the tools for the cam locking and pin inserted, i took water pump out and found it ok actually.. but
the tensioner pulley and and the other pulley have been found noisy. I did purchase a kit with waterpump new pulleys, belt, bolt and cam shaft plug...
i cleaned up, refitted water pump, pulley, tensioner... and i am stuck. i cant put the belt back on! it's so flipping tight...
some one mentioned to me to undo the cam pulleys in order to get the pulleys freewheel obviously with the locking tool on cam shafts and i have a third locking tool for the cams...
but before i attempt that i would like to ask some one more experienced or done it already in a 1.6 / 1.4 petrol twin cam and if its some kind of trick to put the belt back on!!
i have changed not many belts in the past... and i never come across one so tight with tensioner fully open.

Please advice im stuck 4 days on the car on drive!
